Correct Breaking

I own a Tuscany since last september and I feel I havent got used to the correct way of breaking this bike.
I´ve been told to first apply the front brake and then downshift and then if necesary use the rear brake, I have felt more or less safe that way in paved roads but what about dirt roads?
I feel its better to apply rear brake first then downshift and then front brake, but that makes the back brake wear down very fast, so I want to find out the correct technic for this action, cause I dont want to end eating dirt.
Any advise?
