I have to disagree with you regarding retatding for FI bikes only. The GSX-R1100W´s that I had actually refered to was what the discussion was based on. We were talking about the low horsepower models brought in about 97-98. The CDI´s were different and the advance curve was well retarded for the californian model which emission and noise controlled. In researching the other model CDI to get the advance curve back to what it should be there were two available one based at 13 degree´s @1500rpm and the other was 7degrees. When more questioned were asked it came back as noise reg´s were the reason and yes it had carb´s. This is not a new thing.
