National Cycle has hard bags - the brckts mount to the rear fender bolts (2x each side), the bags are removeable and the bottom mount of the bag slides on while the top has quick fasteners. Once you see how they do it, you could copy it. Make sure you get good bolts or you´ll end up with your fender where it doesn´t belong.
