´05 c90 front end wobble

my 05 c90 has a front end wobble, mostly when slowing down and no hands on the handlebars.not so much while cruising. anybody got the same problem or solution or ideas? i´ve replaced the front tire twice and balanced it a few times. could it be the forks? thanks, scott
