I just got one of these as my second bike, but I am also fairly inexperienced. I had the EXACT same problem not long after I got mine. I replaced basically the entire charging system (because the shop I had to go to told me to) and the problem persisted. Eventually I found a guy who specialized in old Hondas. He looked at it and verified that nothing was ´broken´, but the system can´t get high enough voltage unless the RPM is really high. They did this because this engine is designed to run at high RPM (look at the specs to find it, but its like 7K or something ridiculous). Upshot, short of getting a full after market system it wasn´t getting fixed. I got a trickle charger for my garage and haven´t had a problem since. They are like fifty bucks and very easy to use. I would recommend doing this, but either way this is likely the problem you are trying to fix.
