ONE Cylinder firing-Maybe?

HI I have just finished pulling the carbs on my 1980 CM400. This bike had been sitting many years and I have no history on it. I cleaned out the carbs (jets were plugged) the bike fired up and even idles but has very low power and seems to be running on only one cylinder (left side). The exhaust pies are HOT on the left and cool on the right. I thought that the right side is not firing but when I pull the right side plug wire the bike stalls. so this leads me to believe that it is firing but not working properly. any suggestions will be appreciated.
also the valves are real noisey on this bike. but I am not sure if this is normal.
