Neutral shift

Would like to know if I am the only rider that has trouble downshifting to neutral without some difficulty at times. Like getting stuck at a traffic light in second or third gear? What is the best procedure for a bike this age and wear. Neutral light is sensitive to find at times. Worn linkage perhaps?
