Well i have a 1982 and mine is the same way. The manual said that there is no off position on that valve. the PRI stands for prime. This is used to refill the carbs when work is done on them that requires draining them. In the on or reserve positions if the engine is not running no fuel comes out. On PRI fuel constantly flows out of the tank.
