The electrical box with circuit breaker is connectwed in the wrong place. There is common problem with turn lights in this model - usually it makes the ights dim when on, but usually on working motor it works fine. Try buying the new electrical box - you will find it near the air filter cover. I don´t know what about this constant lit, but it shall fix the blinking problem. When the electronic circuit breaker is damaged, the lights lite erratic and too fast. And chech the connections on the cables - one of them is connected in the wrong place to the rest of the system, or some of them switched places.
