Something is not right in the carbs or one of the carbs if it leaks at all. I would check the hoses or change them. Its real tight in there.

Pointing all the way down is normal. turn it pointing to the back of the bike is reserve and pointing up is off. I don´t know what they say. I just turn it to reserve if I have too. But I try not too because you can ware out the petcock. If its leaking from the petcock, then its worn out and you need a new one.

Look on ebay. They have brand new one one there cheap.
