How to set the rpm

I have a carb that the rpm adjustment is out. I am a newbie when it comes to duel carbs. I see two adjustment screws, one on the top by the linkage and one directly underdeath. Does any one once each screw function and which seem to have some effect but I dont understand how they work together. Or if they do.
