Reving Problem

have a reving problem. For no reason the bike will rev up to about 3k-4k rpm. Sliders aren´t up, butterflies are closed but will rev for no reason after I crack the throttle. Sometimes choking it for a moment will bring down the revs. Could it be the float settings? Does anyone have the float settings? Could it be the seals on the throttle plates? The carbs are clean inside. If anyone has a solution to this problem, I would appreciate the help. Thanks
