There is a bar under the seat about the size of a pencil. Two hooks on that bar hold the seat down - one on each side. Sometimes one hook gets stubborn and you have to reach up from underneath with a long screwdriver to help it along [get way low and look up with a flashlight]. Many used seats are missing that bar and won´t latch at all - a product of forcing the lock in order to get seat off.
