Sputters and bogs until 4500 rpm

Sputters and bogs until 4500 rpm

1980 cm400t w/6900 miles, fully cleaned out carbs, new tank, in line fuel filter, new plugs, new plug wire end caps. She starts and idles perfectly. But the throttle response sucks and she struggles to reach 4500rpm...but once she does she screams like a bat out of hell. Any thoughts?
