1980 CB650C Carbs leaking from overflow?

Hey everyone. As soon as I tunr on the fuel the number 2 and 4 carbs start to leak fuel from the tubes going to the ground. The bike has been sitting for a long time and im wondering what I can do to fix it myself instead of 105 bucks an hour at Honda.
