Bikes that are jetted properly for one climate may not be correct for the next. Could be that the air jet for the choke system is too large for your climate. you can try replacing this jet with a smaller one which will allow less fuel thru the choke system allowing you to open your choke fully, but not necessary. You do not have to pull the choke all the way if your bike doesn´t require it. Use what you need.
