77 FLH Front End vibrations - rattling at slowing

Hi,
my 77 flh had sat in a garage for 20 yrs! until 3 yrs ago. I´ve been riding it. but the front vibrates /rattles when slowing into 2nd & 1st gears. Anyone know what is causing this? how to fix? help appreciated.
