Stuck rear brake on 85 FLHTC

Stuck rear brake on 85 FLHTC

My rear brake on my 1985 FLHTC is stuck on and will not release, this is second time this happened, I rebuilt the rear caliper the first time, seemed to work for a while, but now I have the same problem. What could be the cause and what is the fix?
