Sounds like its getting constant power still. Someone might have put the battery power connection into your ignition. Do you have the wiring diagram for the bike? Check and see what wires should be coming to your ignition, also could just be a worn wire somewhere. Those tend to do wonky things like that. Also.. this might sound stupid, but are you sure you´re on the off position and not acc? That;ll do it.
