Need help on getting an RD350 running right

Need help on getting an RD350 running right

I recently bought an RD350 -- want to get it up and running by spring. It runs, but has no power at an idle -- and when it gets warmed up it winds up to over 10000prm -- and won´t shut off. I replaced the air filter, and throttle cable(s) What about the reed valves -- are they sticking oopne when it gets hot and keep sucking air/fuel?
