Question about front fork?

I am looking at buying a´85 XT 600. Front fork was rebuilt with new seals and oil but seems to be pretty soft. The Data service sheet mentions gas pressure, under the suspension info, for the front at 0-1.2 kg/cm2. Does the fork take gas or air and what does that relate to in lbs? Can you fill until the fork feels stiff enough? Can you put too much air in it?
Unfortunetaly, I have little experience with bikes.
Thanks for you help!
