The cheapest and easiest way is to change the size of the gear wheel front (make larger) or rear (make smaller) . Although you can increase top speed, your power output on the rear wheel will be adversely affected. Also, a higher top speed also means increased drag. The only thing that can overcome increased drag in a fixed design is an increase in power.(Which you don´t have.) Try a 400 cc engine:-)
