Hi Jerry, I have experienced the same problem as you when I got my CB400. After reading MANY posts on the subject here is my recommendation:
The problem could be coming from:
a stuck float
worn gaskets
stuck jets

I took apart the carbs and cleaned them up only to find that the fuel would start spilling after a few minutes.

I fixed the problem by adding a $2 inline fuel filter!!
So my advice is : Before removing the carbs (if not already done :) )

Empty the float bowl by unscrewing the drain screw by the overflow tube
Gently tap the bowl to possibly get a stuck jet back into place
rescrew the drain screws
put the inline fuel filter in place
open access to fuel and check for leak

The carbs are a little tricky to remove but if the above procedure does not work then you´ll have to do it. In this case be careful not to break the rubber boots. You can use a hairdryer to loosen them or spray some WD40.
