Front break

I have had my 400 A since the mid 80`s, I have recently rebuilt it and put it back on the road for my girlfriend to use. I dont remember the front breaks being so rubbish. The front break has to be really pulled on and even then just about slows you dow. Does anyone know if this is due to gae or lack of use over the years and does anyone know how i can increase break efficency?
