I have the same problem as you as I am only 5´1 too with very short leggs. So far the only bike I have been able to ride is a Honda CB400, I just had to take 1 inch from the seat, and it is fine.
My ideal bike is a CBR6 but I need to check if I can get it lowered enought. You could always get a hornet 600 as they can change the suspension and have it lower by up to 4 inch.
