well, sounds like here a bit, we have to licsense every year, and some counties (smaller zones in a state) will require pollution testing every year, and depending on how new a vehicle is, when you first buy it, must go through some inspection. But, modifying is perfectly legal, as long as A- you dont have to pass emitions (pollution) or B. you live in a county that doesn´t require them. although, something are obvious to remember everywhere, such as safety and noise, which you CAN get pulled over for and ticketed. You CAN NOT drive a motorcycle at all until you are 18 here though, dont know about over there, and inorder to do so, you have to have a liscense, AND a motorcycle endorsement, which requires you to take and pass a class, and a road coarse. -Colt
