Speedo gear bad?

´88 Suzuki Intruder. Speedo cable was broken when I bought the bike. Was going to just replace the cable, but I´m wondering if the gear is bad? It moves, but not always in the same direction, so I´m wondering if it´s broken. Should the gear stay pretty much stationary? Or have a limited range of movement? Don´t want to waste a cable just to find out the gear is broken. But also don´t want to take the front wheel off if I don´t have too. Any help is appreciated.
