I wouldn´t spend serious money on that goal. The bikes overall construction isn´t aimed at "bottom end" (=torque). This means it would take a complete reengineering of the whole concept of the bike/engine , combined with a corresponding total rebuild. Even a big motorcycle producing company wouldn´t do that : it would be much easier to construct such a bike/engine from scratch !! Switch bike (suggestedly to a single-cylinder off-road model) , or lower the gearing (as mentioned). Will save you lots of money. Porting is almost invariably done TO GAIN POWER, and this is achieved by improving gas flow at high speed (=high rpm). That might be hard enough in modern highly tuned motorcycle engines. IMPROVING TORQUE at low rpm however, means increasing cylinder pressure by either improving volumetric efficiency or increasing compression ratio - or both - and neither of these would be applicable on the CBR600 without the exceptional reconstruction I mentioned.
