You´re not supposed to fill the tank plumb full. There should be an air gap to compensate for expansion during hot days. If you were to fill the tank to the brim with cool gas (usually cool coming from deep underground reservoirs) it will expand as the tank heats under the sun and you could end up with leakage or pressure build-up.
