randy most likey u have a slug in one of the jets??? does the no.2 come to life at high speed ie.. slighty of idle ,, if so your idle circute is the collprite allso if u had the carbs off u might have thrown the sink out on them not a big deal to adjust plus new plugs wouldnt hurt at all , but i have run into this befor on three diff vt honds and it was a varnished up idle passage and jet
