What to do about starting colod

Just bought this bike. It wont do 140MPH like somepeople say it should i´m lucky if it hits 105. Can´t find a manual for it either. But my main problem is that it won´t cold start worth a darn. Changed spark plugs and that did not help at all. Any advise?
