why does my new throttle cable keep coming off @the carb.

why does my new throttle cable keep coming off @the carb.

i just got a 1996 cbr 600. the carbs were already off and the throttle cables were removed. i bought new throttle cables and when i put them on the throttle pull cable keeps popping out of the pully on the carb. even after i removed all the tension on it.
