Gearbox problems??

I have a 1990 zx10 project bike, I’ve ordered all the parts I need to resurrect it and then have realized I may have a serious problem. When in gear you cannot turn the rear wheel to roll the engine over. It’s like there’s a lock on it. First I thought maybe there was an anti theft mechanism but now I’m concerned the gear box is screwed. Anyone know what the problem may be??
