Starting Problems

I have a ´76 DT250C which ran fine up until last week. It surged a couple of times like it was running out of fuel and then stopped. I have been unable to start it again. I initially thought it ran out of gas. When I attempt kick start it, the engine just floods. There is spark but it appears too weak to fire the fuel mixture. Any suggestions would be greatly appreciated. I bought the bike without a battery and it has run fine without one for several months. A neighbor said I need the battery to start it if the magneto is weak. Does this make since. Could the coil be bad? THANKS.
