Resistor for Headlight and Taillight/brake light

Resistor for Headlight and Taillight/brake light

I am having problems blowing out my headlight and taillight every time I get above 3000rpms. I think it is the resistor but have no idea where it is located. If any one can give some pointers as to what or where I should be looking feel free to give suggestions.
