Restoration for Dad

My father has had a 1975 Norton Commando 850 since I was born (22 years old). The only problem is that it has always been in pieces. He said he was about to do a serious rebuild then had me, sorry dad. Well I am about to graduate college and would love to rebuild it for him. He says he has all the parts, now old and dirty, to totally complete the bike. Not sure how true this is tho. My question is how much it would cost to restore the bike for him, assuming most of the parts just need a good cleaning?
