Help!!

I just purchased a 1997 Vulcan 500 and I have a problem that Im not to sure about, as you are riding(at any speed) the bike seems to surge, you feel a surging sensation, i can´t describe it, other than surging, it does need a new chain, the current one is way loose and I tightened it as far as it would go and there is still a lot of play in the chain, my question is, could that be my problem? Does a loose chain cause a surging sensation? The motor runs smooth as glass and when you pull in the clutch the surging goes away so it isn´t a balance issue with the tires or anything. Anyone have some advice? Thank you!!
