How do i get the revs on my ET4 vespa to turn over faster?

Hi,

I have a 1999 ET4 Vespa, when it is just at a stand still ticking over it is almost dying out and i have replaced filters and new battery and exhaust etc etc. I have now been told that I can increase the revs like a choke as it were so it doesnt feel like it is gona cut out which it does on occasion.
HOW CAN I DO THIS AS IT IS COSTING ME FORTUNES AT MECHANICS!
