Yes there is a flywheel of sorts and the starter turns it, but if the drive train is locked up, it won´t turn anything and all you will hear is a click as it attempts to turn the engine over. When you put the bike in neutral, will it roll back and forth? If so, then the drive line is free at least to the tranny. Then, you need to verify that the engine will even rotate. About the only way to do that is to put the bike in a high gear and roll a distance, then pop the clutch. Does the engine/drive train even rotate? If not, engine/tranny seized. This would then require removing the engine from the frame and disassembling it to discover the problem. These are great bikes, worth the effort
